Imperial laws, meaning laws passed by the Imperial government (The Emperor/Empress and his/her advisors), are listed as being above Provincial laws, which are laws passed by Senators, Governors and their advisors. The Provincial Laws and Imperial Laws can be overturned by The Imperial Judicial Court or The Emperor.
