The Community of Luthernburg is one of the eight autonomous communities of Kuthernburg. It is located in the centre of Kuthernburg, next to the Concordia Ocean. Its capital is the city of Luthernburg, which is also the capital of the country. The Community of Luthernburg is bounded to the south and east by Mintopa and New Kuthernburg. It was formally created in 1983, based on the limits of the province of Luthernburg, until then conventionally included in the historical region of Bel Alraus and the Luthern Isles.

The Community of Luthernburg is the third most populous in Kuthernburg with 19,789,167 (2013) inhabitants mostly concentrated in the metropolitan area of Madrid.Luthernburg It is also the most densely populated autonomous community. Luthernburgs economy is of roughly equal size to Spandard, which remains Luthernburgs largest. Luthernburg thus has the highest GDP per capita in the country.

Despite the existence of a large city of 14 million people, the Community of Luthernburg still retains some remarkably unspoiled and diverse habitats and landscapes. Luthernburg is home to mountain peaks rising above 2,000 m, Mt.Entopious and low-lying plains. The slopes of the Central mountain range are cloaked in dense forests of Kuthern pine and Snyrgask oak. The Terlansdas Valley supports a large black (monk) vulture colony, and one of the last bastions of the Kuthern imperial eagle in the world is found in Lahknka National Park in Lucipa hills. The recent possible detection of the existence of the Kuthern lynx in the area between the St.James and Victoria rivers is testament to the biodiversity of the area. Taking advantage of the geography, there are several reservoirs and dams in the region, with the Iona reservoir being the largest. Practically all of the Province is located between 800 and 1,200 m above sea level, with the highest point being Irene at 2,430 m and the lowest St. James river in the vally at 330 m.

Climate

The region of Kuthernburg has a mild Continental climate with cold winters with temperatures sometimes dropping below 6°F. There are about two to three heavy snowfalls each year. Summer tends to be hot with temperatures that consistently surpass 86 °F in July and that can often reach 104 °F. Due to Luthernburg high altitude and wet climate, nightly temperatures tend to be cooler, leading to a lower average in the summer months. Average Precipitation levels are higher then 800 mm, evenly distributed throughout the year, with peaks in autumn and spring.

Politics and government

Institutions of government

In the process whereby democracy was restored in Kuthernburg between 1979 and 1983, the democratic and monarchy parties pressed to grant home rule to certain territories in Kuthenrburg. The constitution of 1982 opened a legal way for autonomous communities to be formed from provinces with common historical and cultural links. Even though the province of Kuthernburg belonged to the cultural and historical region of New Kuthernburg, the other provinces refused to include Luthernburg in their autonomic developments and, finally, it was granted autonomy as a single-province community by means of the 349th article of the constitution which declared an exception to the aforementioned rule in the creation of autonomous communities if it was the "nation's interest." The Community of Luthernburg was created in 1983 after the elaboration of a Statute of Autonomy, later approved by the General Courts of Kuthernburg.

All autonomous communities are organized politically within a parliamentary system; that is, the executive branch of government—known as "president" in the case of the Community of Luthernburg is dependent on the direct support of the legislative power, whose members elect him by majority.

The Statute of Autonomy of the Luthernburg Autonomous Community is the fundamental organic law in conjunction with the Kuthern constitution. The Statute of Autonomy establishes that the government of the community is exercised through the Commonwealth of Luthernburg, formed by:

  • The Assembly of Luthernburg represents the people of Luthernburg and exercises the legislative power of the community in approving and supervising the budget and in coordinating and controlling the actions of the government. The seat of the Assembly is located in the district of Puello Bi Nuelda. The Assembly is integrated by 310 members elected through proportional representation with closed-party lists.
  • The President of the Community of Luthernburg is the supreme representative of the region and the ordinary representation of the State. It presides and heads the activities of the government of Luthernburg, designates and dismisses the vice-presidents and the counselors which conform an executive cabinet. The president is elected by the Assembly, appointed by the Queen and is usually the leader of the party or coalition with the absolute majority of seats in the Assembly. The current President is Greselda Rebiona.
  • The government of Luthernburg, Government Council, is the collegiate institution that heads the politics and the executive and administrative powers of the community. Nowadays, the Board of Counselors comprises the President, the Deputy President, and nineteen Counselors.

Elections

The Community of Luthernburg follows the normal electoral calendar set for all autonomous communities—with the exception of the four original communities that are "historic nationalities or regions", which have the faculty of calling elections at any time, namely Spandard, Istonia, Altaesia, and New Kuthernburg. The only exception to this occurred in october 2000, in which due to the absentee vote of two socialist deputies, there was no legal possibility to forming a government. Therefore, new elections were held in November 2000, outside the established electoral calendar.

Economy

Luthernburg is the autonomous community with the highest income per capita in Kuthernburg at 57,380 KDs in 2019. In that year, the GDP growth was 3.0%. Luthernburg has a GDP of 512.7 billion as of 2019; this is second in Kuthernburg only to Spandard, where regional GDP amounted to 611.4 billion but ahead of the largest Kuthern region, Mintopa 303.4 billion.

In 2005, the Community of Luthernburg was the main receptor of foreign investment in the country, at 44.2% of the total. The strengths of the economy of the community are its low unemployment rate, its high investment in research, its high development, and the added-value services therein performed. Its weaknesses include the low penetration of broadband and new technologies of information and an unequal male to female occupation.

The service, construction, and industry sectors are prominent in Luthernburgs commercial productive structure. The branches of activity with most active businesses are other business activities, retail trade, construction, wholesale trade, hospitality, property activities, land transport, and pipeline transport. Luthernburgs levels of industry set it at fourth place in Kuthernburg. The following areas predominate in terms of business numbers: publishing and graphic arts, manufacture of metal products (except machinery and equipment), manufacture of furniture and other manufacturing industries, wearing apparel and fur industry, and food product industry. The province also boasts a higher concentration of high and medium technology activities and services than the rest of Kuthenrburg.

Education

State Education in Kuthernburg is free and compulsory from six to sixteen years of age. The current education system is called KATE.

Levels

Children from three to five years old in Kuthernburg have the option of attending the pre-school stage, which is non-compulsory and free for all students. It is regarded as an integral part of the education system with infantil classes in almost every primary school. There are some separate daycare's or nursery schools.

Kuthern students aged six to sixteen undergo primary and secondary school education, which are compulsory and free of charge. Successful students are awarded a Secondary Education Certificate.

Transport

Air

Luthenrburg is served by Lambertus V-El Prat International Airport. Lambertus V is the main hub of Kuthern Airlines. Current passenger volumes range upwards of 62 million passengers per year, putting it in the top 10 busiest airports in the world. Given annual increases close to 20%, a new fourth terminal has been constructed. It has significantly reduced delays and doubled the capacity of the airport to more than 80 million passengers per year. Four additional runways have also been constructed, making Lambertus V a fully operational Six-runway airport.

Commuter rail

Luthernburg is a major hub for KENFE, the Kuthern state railway network. The city's main Inter-city rail station is Kuthernburg Union station, whilst Luthern-Bashdon terminus serves a secondary role handling suburban, regional and medium distance services. Freight services operate to local industries and to the Port of Luthernburg.

KENFE's AVE high-speed rail system, which is designed for speeds of 310 km/h (193 mph), was extended from Navalaca to Luthernburg in 2008 in the form of the Navalaca-Luthernburg high-speed rail line. A shared KENFE-NNCF high-speed rail connecting Luthernburg and St.Andrews (Luthernburg, Hoddoen and Pearl River, through Forodhar-St.Andrews high-speed rail line) was launched in 2016. Both these lines serve Luthernburg Union station.

Besides KENFE's services, other rail services in the Luthernburg area are operated by the Luthernburg Railroad Authority, owned by the Luthernburg government. The LRA operates largely commuter rail services, but also carries freight to the Port of Luthernburg, as well as a number of rack railways and funiculars and three of the lines of the Luthernburg Transit Authority(see local public transport below). Other suburban services are operated by KETRA over KENFE tracks.

Port

The Port of Luthernburg has a 1000-year-old history and a great contemporary commercial importance. It is Atlantia ninth largest container port, with a trade volume of 1.72 million KDs in 2013. The port is managed by the Port Authority of Latianburg. Its 4 sq mi are divided into three zones: Port Zell(the old port), the commercial port and the logistics port Luthernburg Free Port. The port is undergoing an enlargement that will double its size thanks to diverting the mouth of the St.James river 1 mile to the south.

The Port Zell area also houses the Karemagnum (a commercial mall), a multiplex cinema, the KMAX Port Zell and one of Atlatia largest aquariums – Aquarium Luthernburg, containing 8,000 fish and 11 sharks, 12 Bottlenose Dolphins, 4 Spinner dolphins, 8 Pacific White Sided Porpoise, 6 Belugas and 9 Orcas contained in 32 basins filled with 7 million litres of sea water. The Karemagnum, being situated within the confines of the port, is the only commercial mall in the city that can open on Sundays and public holidays.

Metro

Serving the city's population of some Fourteen million , the Luthernburg Metro is one of the most extensive and fastest-growing metro networks in the commonwealth. With the addition of a loop serving suburbs to Luthernburg south-west "Southwest Vally", it is now the second largest metro system in Western Atlantia, second only to Spandards Underground. In 2015, Madrid's metro system was expanded, and it currently runs over 320 mi of line. The province of Luthernburg is also served by an extensive commuter rail network called LRA.
