The Governor (''muMeer'') is the head of the government. He has the power to appoint the Premier and the Executive Council and to direct and determine policy for the government. He signs the laws passed by the Provincial Legislative Assembly and can ask the Sultan to veto them. The Premier (''muVazeer muBas aluDominmne'') runs the government and chairs the Executive Council.

The Provincial Legislative Assembly (''luMijhalis lukhanon aBakhilfaniya'') is appointed by the Sultan and many of its members serve in their positions ''ex officio''. They work part-time and pass laws within the framework of the powers allocated to the province. The High Court (''luKhama luBas'') is appointed by the Sultan. It is headed by the Judge President.
