It was founded in 1985 by a multinational team of scientists who met through their post-graduate studies at the [[University of Tokapa]]: Atawhai Taumata (from the Oan Isles), Darryl McKinsey (from [[South Hills]]), Basiloy Modvenovich (from [[Tuvaltastan]]), and Casey Burnham (from [[Great Morstaybishlia]]) in [[Tokapa]], where its head office remains.
