RubieRuz DillarinDelarzhien was born on 8 August 1978 in Rivermead, Kirdintayos, to a ValerianKaltar speakermother born toand Valerian parentsfather. She was raised in Valeria, briefly living in Albriels before moving to Tirillon, Kirdintayos. Her father died in 1987, and RubieRuz was raised by her mother and her carpenter brother in Kaltar. Her aunt Lizabelle DillarinDelarzhien helped RubieRuz as a young adult embark on a career as a lawyer after leaving college.
 
Rubie DillarinRuz became active in local politics in the wake of the [[Great Morstaybishlia|Morstaybishlian Secession War]] in 2004, and gained a reputation as an oratoradvocate for more power in local authorities, and Morstaybishlian devolution. Dillarin began her career as a ward councillor for Seyton South Ward in the Perringdon and Arden constituency of Kirdintayos for the [[MBE Liberals|Liberal Party]]. In 2011 she was elected to serve on the Kirdintayos City Council, and in 2013 she switcheddefected to the DemocraticCivic Party.
