The Congress conducts studies on the environmental conditions of the Rotantic as well as surveys of available natural resources and wildlife populations. It also serves as the primary body for participating countries to discuss issues regarding the Law of the Sea in Rotantic waters. On 20 October 2019, Rotantic Congress member-state Kyrloth [[Annexation of Izria|annexed the nation of Izria]], also a member. In so doing, Kyrloth acquired a significant amount of territory in the high Rotantic, including many small islands and swathes of territorial waters. The move was condemned internationally, and some in the Rotantic Congress proposed suspending or even expelling Kyrloth from the organization. However, there were concerns that removing such a large Rotantic country from the organization could risk rogue behavior on the part of Kyrloth, and the Congress eventually decided not to expel Kyrloth. As a compromise, Izria was allowed to retain a voting seat as a member through its government-in-exile, based in [[Norgsveldet]]. The decision angered the Kyrlot administration, but the country decided to remain in the organization.
After the [[West Borean Federation]] succeeded both Kyrloth and Izria in 2021, both the Kyrlot and Izrian seats folded into that of the West Borean Federation, with the Federation deciding to keep King Mastriei of Izria as their ambassador to the Congress.

[[Ymirland]] and [[Nystatiszna]] have made several attempts to include [[Nys'tat'en]] as one of the official languages of languages of the Rotantic Congress. Ymir delegation repeatedly appealed to have have the inclusion of [[Nys'tat'en]] over two decades, but was each time was rejected. Citing concerns of the potential confusion of including another language to the list and as well the widely different forms of [[Nys'tat'en]] being used. [[Ymirland]] to counter the later suggested the use of two different forms of [[Nys'tat'en]], the Novari and the Norgsveltian standard both of which is widespread across [[Rotantic Ocean]] in 2014. However it failed to pass in the congress again, with the suggestion that only one form of [[Nys'tat'en]] should be used. Ymirland was imboiled during the [[Ymirland Civil War]] in 2018, but the current Ymir delegation voted in favor of [[Nystatiszna]] entry into the Rotantic Congress. The delegation's vote was not counted, due to the Congress suspending [[Ymirland|Ymir]]'s membership due to the outbreak of the war. Regardless [[Nystatiszna]] was voted into the Congress by a slim margin. Nystatinne delegation appealed to have [[Nys'tat'en]] broadly to be included into the Congress official languages. It was quickly voted on and failed to pass through the congress again. It wasn't until 2021, in a joint proposal by various Akuan nations in the Rotantic Congress to include Novari [[Nys'tat'en]] as a official language of the congress.
