Pax-Draconica is a personal, economic and political union of countries in Central PackilvaniaYasteria. andIt was formally established in 1989 by the Charter of Pax-Draconica which was signed in the city of DrakkengardBingol, wherebyPackilvania. Although its members are independent nations, they share the descendants of Sultan of Packilvania, isAmhoud alsoI, theas Kingtheir head of Drakkengardstate. As such the Bedonite dynasty reigns over them.

Personal union
The member states of Pax-Draconica share the same head of state. This position has different styles and titles depending on the nation. Nevertheless, all member states must approve the Succession Law. The Succession Law determines who is eligible to inherit their shared monarchy as well as the order of succession. According to the current law, the succession is by absolute male primogeniture of the line of Amhoud I. The monarch is required to profess adherence to Paxism. The titles and styles rendered to this individual are as follows:

* By the Divine Providence of Noi, His Imperial Majesty, the Sultan of Packilvania (Packilvanian: WeloBenitiyat loHiva abuNoi, LuMakhnifiya luShultaniya, luSultan aluBakhilfaniya)
* By the Divine Providence of Noi, His Majesty, the King of Drakkengard (Drakken: Ülponistre Äva eNuy, Magnifïya, Suvran Drakkengard)

Monetary union
The member states of Pax-Draconica agree to trade their currencies at par and to allow for the use of each other's currencies as legal tender. Furthermore, the member states agree to coordinate monetary policy. The currencies used by the union are as follows:

* Packilvanian dinar
* Drakken dinar

Mutual defense pact
The member states of the union agree to defend each other in the event on an unprovoked act of war from another state or when their internal security is compromised. The nations also vow not to invade each other's territory or to threaten each other's strategic interests. Furthermore, the nations have an informal agreement to coordinate on issues such as terrorism, drug and sentient trafficking, intelligence and arms procurement. The militaries which comprise the mutual defense pact are as follows:

* Packilvanian Armed Forces
* Drakken Defence Force

Free trade area
The member states of Pax-Draconica also agree to allow for the free movement of people, financial capital, and goods. Furthermore, they agree to a common framework around matters of trade and commerce. They agree to negotiate external trade as a bloc. Citizens of the member states are issued with passports bearing the name Pax-Draconica. Visitors to the member states from outside the free trade area shall only need to apply for a visa to one member state.

Drakkengard had been ruled by Packilvania since 1275 when the Second United Kingdom of Bakil was formed under High King Ishak I of the Zubrayn Dynasty. During the reign of the Packilvanian Communist Party, Drakkengard was reconstituted as the Drakkengard Socialist Republic, a dependent territory of the People's Republic of Packilvania in 1918. Drakkengard was granted independence from Packilvania by Sultan Amhoud I after defeating the Packilvanian Communist Party following the Second Packilvanian Civil War which ended in 1985. However, the Parliament of Drakkengard voted for Sultan Amhoud I to be the King of Drakkengard shortly afterwards.
Line 5 ⟶ 30:
The Parliament of Drakkengard voted that the successors of Sultan Amhoud I in terms of laws of succession that practically match those of Packilvania. This person would become the King (or in the unlikely event of a female returning to the throne of Packilvania, Queen) of Drakkengard. Given that the King of Drakkengard is conferred with vast powers by the Constitution of Drakkengard. Some analysts have argued that Drakkengard is a de facto vassal state of Packilvania. By that logic one could argue that the King of Drakkengard is the de facto ruler of Packilvania and Packilvania is in fact following dictates from Vaskar. Nevertheless, the truth is that in his role as the Drakken King, the Bedonite Sultans have largely ensured that the policies of Drakkengard align with those of Packilvania or at least do not oppose or obstruct them.

Pax-Draconica is more than just a personal union of two Crowns under a single person. It is also a political, economic and strategic union as citizens of Drakkengard and Packilvania can work, live and move around freely, Drakkengard's foreign relations are largely (but not entirely) aligned with Packilvanian interests and they maintain a customs union (whereby Packilvanian dinar<nowiki/>s and Drakken dinars are exchanged and used freely) and free trade agreements.

Inasmuch as Packilvania, as the vastly more powerful nation, dictates the terms of the relationship, Drakkengard has exerted independence from Packilvania in certain areas because the Sultan delegates most of the running of Drakkengard to the Prime Minister of Drakkengard. Thus, Drakkengard maintains friendly or cordial relations with nations with whom Packilvania is otherwise outwardly hostile. Furthermore, Drakkengard controls its own finances and has its own army. Even though the Drakken Parliament is a consultative body, it exerts considerable influence over the letter of the law.
