In an effort to improve communication and improve policing overall in Esteira, Law 1967-005 was passed by the [[People's National Assembly of Esteira|People's National Assembly]] and signed into law by president First Last. This law unified the Civil Guard and Investigative Police, and created a unified police service responsible for general policing and investigations.

The new police force was given a wide range of responsibilities, which led to the creation of specialized divisions and bureaus dedicated to specific roles.
