Lukyanov was the first conservative since [[Boris Engovatov]] in 1920 to win a presidential election and went on to become the second president to win three presidential elections. This is disputed by many in academia and in politics, as widespread fraud was found in both the 1964 and 1968 presidential elections. Lukyanov's tenure was marred with economic stagnation, police brutality, and crackdowns on people and groups viewed as threats to Lukyanov. Twelve people were shot dead by police in 1970 during anti-Lukyanov riots in [[Volkgoroda]], which sparked further civil unrest.
