Lunaeria's population is mostly scattered in rural areas, though the metropolitan area around the capital and largest city, Libaana, is home to nearly a quarter of all Lunaerians. The nation is highly religious and there is no separation between church and state. Those who do not follow the state-mandated faith, Lunaecism, are considered an underclass within Lunaerian society and are not afforded the right to citizenship.
Lunæria is a matriarchal theocratic monarchy with limited democratic elements. The Queen of Lunæria, Evelina III, is the head of state as well as the head of Lunæcism, which is the state religion. The nation has a bicameral parliament, with the upper house composed of the Queen's advisors and (Lunæcist bishops), and the lower house composed of members elected by citizens from a pre-approved list.

===Pre-lupine===
Long before the discovering of Lunaeria's land by lupine settlers, multiple tribes consisting of ursines were spread both within and south of what are Lunaeria's borders today. These people were well settled and maintained strong communication networks. The most prominent of which, and now used commonly as a general term for the area's natives as a whole, were the Ukkosta, which can be roughly translated to "''of thunder''" from what is thought to be a heavily modified version of Asendavian. Through what has been interpreted, the name stems from both the tribe's general presence of power among neighboring communities, having well trained defenses as well as a prosperous economy and physically, as is associated with the large, sturdy frame typical of ursines. Although there weren't an abundance of records which survived from that time, historians have gathered time frames and general information mostly from things such as well kept diaries and indicators of abandoned settlements rather than official documents. What is known currently is the native tribes many, many generations ago emigrated from what is now determined to be [[Asendavia]]. The ursines originally lived in numerous quiet, settled tribal communities primarily on what is today the island Khiyev. Various tribes of ursines had occupied it for countless centuries and were considered to be its first inhabitants.
As of 2024, it had an estimated population of 62 million people, most of whom live in rural areas. The only major urban settlement in Lunæria is its sprawling capital of Libaana, which is home to nearly a third of the nation's population. Only Lunæcists are granted citizenship in Lunæria. Non-adherents are considered a societal underclass, and are afforded fewer rights.

It has been noted that this sudden immigration to Novaris likely was a repercussion of the establishment of kingdoms and later formation of a country on the nearby inland. Both the thought of being ripped away from their current way of life to become part of a new country and the onset of border wars repelled many of the tribes people greatly. As such, the first wave of this large-scale move occurred around the 810's BC when the kingdoms of Tungrad, Zhelelovka, and Stromharad were first settled. These territories had only made occasional contact with of the native ursines not yet even trying to take their land and so many stayed for the time being. The second large wave of tribes migrated when the three kingdoms unified into one about 500 years later, and the last wave was forced out of the island by the 260's BC by the Asendvians forcefully seizing their land which made many choose to leave instead of fight or conform. Over the previously stated 550 year period, nearly two thirds of ursines had fled Khiyev. This was achieved largely through traveling along the island chain that branches off of eastern Asendavia, the groups then making their way to the north western tip of Novaris. Despite the fact that the close residency of foreigners drove them away, culture and information was still exchanged between the two groups. This can be represented by the integration of the Asendavian language and the beliefs of [[Ademarism]] making their way into the everyday living of a large majority of the ursine people groups regardless of which tribe they came from. Over the course of an estimated 450 years after the last major migration, the nomadic ursines traveled the northern portion of Novaris with smaller groups gradually splitting off and settling all over the region. A small but indeterminate amount of tribes made their permanent villages either inside or close to what is now modern-day Lunaeria by the year 200 AD, once again living fairly peaceful and prosperous lives.
