Pierre ruled that it was the duty of the state rather than the parents, to have their children be given special needs services. The automatic enrollment into special services for at-need students, resulted in a large increase special need students being able to receive needed services. Another sweeping change being allowing special needs students, to have additional time during testing periods. Her focus on special needs reformed resulted in heavy push back from technocratic elements of Ardouin ministry.
