== General Council ==
The General Council consists of Ambassadors (or officials of equivalent rank and status) of every member nation of the International Forum. Each Ambassador is appointed by their nation in terms of the laws and customs of that nation. Every member nation has a single vote and is represented by only one Ambassador at a time.
 
The General Council has the power to elect the Secretary General, to elect members of the Security Council and of other bodies as determined by Resolutions of the International Forum. It also has the power to pass various Resolutions which include the ability to condemn, suspend and expel members such as when it condemned, suspended and expelled [[Balistria]]. It also has the power to delegate responsibility to other organs of the International Forum such as when it delegate decision-making power over the blockade of [[Nystatiszna]] by [[Kurikia]]. It has the power to set up international organisations such as when it established the [[ICHO|International Cultural Heritage Organisation]]. It has the power to amend the Charter of the International Forum such as when in 2021 when it amended the Charter regarding Security Council override in 2021.
 
In addition, it also has the authority to suspend and expend the Ambassadors of individual nations such as when it suspended the Ambassador for [[Blueacia]] in 2021. It has the power to assist nations and authorise the use of International Forum resources such as when it authorised the Global Health and Solidarity Organisation to assist the nations of [[Serramal]] and Wessaeria.
 
The General Council has various procedures that govern its internal functions. These include rules for the conduct of Ambassadors both in the plenary chamber and in their duties outside the chamber, rules on voting, debating and the creation and dissolution of committees. Many of these rules emanate from the Charter however some arise out of convention.
 
== Security Council ==
Unlike the General Council, the Security Council consists of only some of the members of the International Forum. These member states are elected by the General Council and typically have terms that span up to 6 months. Similar to the General Council, the Security Council has various rules of internal procedure. The powers of the Security Council include the ability to admit member nations. Although the General Council can pass non-binding resolutions that express their opinions on security issues (such as when it condemned the terrorist attacks on [[Asilica]]), the power to decide security matters falls within the remit of the Security Council.
