The '''Intercontinental Regional Security Accords''', abbreviated as '''IRSA''', is an intergovernmental military alliance for collective defense whereby its independent member states agree to mutual defense in response to an external threat or attack. The IRSA was formed from the unification of the Western Auroran Pact and independent nations at the Andel Pact in September 2006 and supports multilateralism and democracy between its 1912 member states.

Since its founding, the admission of new member states has increased the alliance from the original 153 countries to 2012; not including the two countries that departed the Accords since its foundation.

On 9 August 2005, [[Axdel]], [[Great Morstaybishlia]] and the [[Ethalria (Republic)|Republic of Ethalria]] formed a splinter defensive pact known as the [[Western Auroran Pact]] (WAP) from the ACA to rival the growing threat the fascist Matriarchy of Ethalria posed - and to show solidarity against secessionist movements, namely the [[MBE#State of Morstaybishlia|State of Morstaybishlia]]. By April 2006, [[Tivot]] had also joined as constituent members.

Talks began as early as December 2005 for a prospective larger defensive alliance between democratic countries. The WAP sent top-secret invitations to a conference meeting in Andel which extended to over 24 sovereign nations that promoted democracy. Twenty nations that were invited attended. On 14 September 2006, nine other countries separate from the WAP signed the Andel Pact.

Located in the [[Nishigawa, Greenwood|Nishigawa]] neighborhood of [[Greenwood]], [[Nagato]] on 80,000 square meters (95,679.2 square yards) of land, the IRSA complex was designed by a board of architects led by Jenny Packard and built by the architectural firm [[Thethe Packard Company]]. The complex has served as the official headquarters since its completion in 2011.

In 1975, the [[Greenwood City Council]] and the former [[Nishigawa, Greenwood|Nishigawa]] City Council jointly signed the Nishigawa Integration Act of 1975 to integrate Nishigawa into Greenwood, sparking the first of many integrations that Greenwood would have in the next 32 years.

In 2008, Nagato was selected as the location for the headquarters. Knowing land was needed for construction, Grand Duke [[Daniel, Grand Duke of Nagato|Daniel]] advised building the headquarters in western Greenwood where land was prime real estate. An agreement was signed with the Greenwood City Council, the Nagatoian Government, and the former Andel Pact on 80,000 square meters (95,679.2 square yards) of land south of West 45th Street and the West 48th Street. Building commenced in late 2008 and finished in late 2011. Today, the IRSA campus consists of the [[General Assembly Building]], the [[Secretariat Building]], the [[Royal Lambertus Library]], and the [[Liberty and Equality Towers]].

The civilian structure is known as the IRSAC (Intercontinental Regional Security Accords Council). The body has effective governance authority and powers of decision in IRSA, consisting of member states' permanent representatives or representatives at a higher level (ministers of foreign affairs or defense, or heads of state or government). The IRSAC meets at least once a week and discusses major decisions regarding IRSA policies. The chair of the IRSAC and head of the civilian administration is [[Lancer-Valentine Jolva]], former President of [[Axdel]].

The military structure is known as the Services Council (SC) and comprises member states' Chiefs of Defence (CHOD) or equivalent. The national CHODs are regularly represented in the SC by their permanent Military Representatives (MilRep), who often are two- or three-star flag officers. Like the IRSAC, from time to time the Service Council also meets at a higher level, namely at the level of Chiefs of Defence, the most senior military officer in each nation's armed forces. The SC is led by its chairman, who directs IRSA’s military operations. The chair of the Services Council and the head of the military administration is Colonel [[Rasmar Vetrec'h]] of the [[Valerica|Valerican]] Defence Forces.

After the war, a Morstaybishlian-led restructuring of the two Ethalrian nations began, which formed the six nations of [[Vothetria]], [[Kothalria]], [[Thalria]], [[Faethalria]], [[Sarentria]] and [[DurentriaDrakaland]]. Military assets of IRSA remained in the [[Ethalns|Ethaln]] nations as late as 2020, with the final departure from DurentriaDrakaland in September 2020.
