The Intercontinental Regional Security Accords, abbreviated as IRSA, is an intergovernmental military alliance for collective defense whereby its independent member states agree to mutual defense in response to an external threat or attack. The IRSA was formed from the unification of the Western Auroran Pact and independent nations at the Andel Pact in September 2006 and supports multilateralism and democracy between its

Talks began as early as December 2005 for a prospective larger defensive alliance between democratic countries. The WAP sent top-secret invitations to a conference meeting in Andel which extended to over 24 sovereign nations that promoted democracy. Twenty nations that were invited attended. On 14 September 2006,
The Andel Pact established a civilian structure known as the Andel Pact Council (APC) which met weekly to form a permanent civilian and military structure. On 17 June 2008, the Andel Pact launched as the Intercontinental Regional Security Accords and is headquartered in Greenwood, Nagato.

Located in the Nishigawa neighborhood of Greenwood, Nagato on 80,000 square meters (95,679.2 square yards) of land, the IRSA complex was designed by a board of architects led by Jenny Packard and built by the architectural firm the Packard Company. The complex has served as the official headquarters since its completion in 2011.
In 1975, the Greenwood City Council and the former Nishigawa City Council jointly signed the Nishigawa Integration Act of 1975 to integrate Nishigawa into Greenwood, sparking the first of many integrations that Greenwood would have in the next 32 years.

Civilian structure
The civilian structure is known as the IRSAC (Intercontinental Regional Security Accords Council). The body has effective governance authority and powers of decision in IRSA, consisting of member states' permanent representatives or representatives at a higher level (ministers of foreign affairs or defense, or heads of state or government). The IRSAC meets at least once a week and discusses major decisions regarding IRSA policies. The chair of the IRSAC and head of the civilian administration is
Military structure
The military structure is known as the Services Council (SC) and comprises member states' Chiefs of Defence (CHOD) or equivalent. The national CHODs are regularly represented in the SC by their permanent Military Representatives (MilRep), who often are two- or three-star flag officers. Like the IRSAC, from time to time the Service Council also meets at a higher level, namely at the level of Chiefs of Defence, the most senior military officer in each nation's armed forces. The SC is led by its chairman, who directs IRSA’s military operations. The chair of the Services Council and the head of the military administration is
NERV
The National Extraterrestrial Response Venture, or abbreviated as NERV, is a special organization that was put together right after the creation of the IRSA to search, investigate, and combat extraterrestrial life on other planets in the Teplar System and beyond. Although NERV is under the control of the IRSA, it is an independent organization in operations. The IRSA is the source of NERV's funding, income, and equipment for its operations.

IRSA, led by Morstaybishlia and Axdel, led sweeping air strike missions into the couped Republic of Ethalria on key military targets to prepare for a mixed land and air invasion. Lokania and Great Morstaybishlia joined forces for the Battle of Arkenvel, Avenai, and Karinthus, and were later joined by a joint force of Kuthern and Nacatan forces operating from seized Kostromastan military bases who attacked the Matriarchy from the east.
After the war, a Morstaybishlian-led restructuring of the two Ethalrian nations began, which formed the six nations of Vothetria, Kothalria, Thalria, Faethalria, Sarentria and [[

▲All agencies and organizations of IRSA are integrated into either the civilian administrative or military executive roles. For the most part, they perform roles and functions that directly or indirectly support the security role of the alliance as a whole.
▲The civilian structure is known as the IRSAC (Intercontinental Regional Security Accords Council). The body has effective governance authority and powers of decision in IRSA, consisting of member states' permanent representatives or representatives at a higher level (ministers of foreign affairs or defense, or heads of state or government). The IRSAC meets at least once a week and discusses major decisions regarding IRSA policies. The chair of the IRSAC and head of the civilian administration is Lancer-Valentine Jolva, former President of Axdel.

The national CHODs are regularly represented in the SC by their permanent Military Representatives (MilRep), who often are two- or three-star flag officers. ▲==Headquarters==
▲The Waterside neighborhood, for the longest time, was not built up before 2008. It was still technically farmland, however, most of the land was bought out by the Greenwood City Council and the Nagatoian Government back in 1975 to build the Nagato Highway Route 2 to Portland. In 2008, Nagato was selected as the location for the headquarters. Knowing land was needed for construction, Former Grand Duke Daniel advised building the headquarters in western Greenwood where land was cheap and plentiful. An agreement was signed between the Greenwood City Council and the Nagatoian Government with the former Andel Pact on 80,000 square meters (95,679.2 square yards) of land south of North 45th Street and the Nagato River. Building commenced in late 2008 and finished in late 2011. The IRSA campus consists of the General Assembly Building, the Secretariat Building, the Royal Lambertus Library, and the Liberty and Equality Towers.
▲Although it’s in Greenwood, the land occupied by the IRSA Headquarters and the spaces of buildings that it rents are under the sole administration of the IRSA and not the Nagatoian government. They are technically extraterritorial through a treaty agreement with the Nagatoian government. However, in exchange for local police, fire protection, and other services, the IRSA agrees to acknowledge most local and civil laws.
