In 2019, Delegate Fedele would create a dispatch containing the Concordat. While most of the Concordat was the same as the Concordat that was in effect at the time, Fedele illegally amended Article G of the Concordat to allow only the Delegate to introduce amendments to the Concordat for ratification of all World Assembly nations in the Region.
