Government

The Imperial City of Gezer is an autonomous municipality in Packilvania that ranks equal to the provinces of Packilvania. Thus, it has a similar level of control over its internal affairs as the provincial governments. The leader of its government and its highest representative is the Governor, currently Ilirion a-Yakhanad Rukhnadiym. While he sets the policies and signs its laws, the daily running of the city rests with the Mayor and the Executive Council, who are appointed by the Governor with the approval of the Legislative Council. The Legislative Council consists of representatives of geographic constituencies and other groups such as corporations, minorities and professionals appointed in line with the law of Packilvania as set out by the Parliament of Packilvania and decrees signed by the Sultan of Packilvania in line with legislation.

As an equal to the provinces, it has a High Court, which is the second highest layer of courts and tribunals in the judiciary of Packilvania, whose Judge President is Marquis Ibarion Hudiwal of Tsuhe. The Gezer Imperial Procuratorate is an arm of the Imperial Procuratorate, overseeing the prosecution of all criminal cases in the city. The Gezer Police Service under the Gezer Police Commissioner makes it one of the cities with a semi-independent law enforcement. The Packilvanian Armed Forces maintains a presence in the city through a special military district with a headquarters and permanent garrison in several bases. The city maintains cooperation with other cities especially those of its neighbouring province Rigaryat, but it also has twin city arrangements with international cities.

Economy

The economy of Gezer is centred on manufacturing and trade with the world and with other cities. It was given autonomy over its commerce and trade to enable Packilvania to open the wider economy to global trade following the collapse of the Packilvanian Communist Party. The city focused on enabling foreign businesses to invest in it and the rest of the country through light regulations and government financial support. This enabled the populated but poor city to become one of the richest cities in the country and to propagate that prosperity to surrounding areas. The city has a nominal GDP of 152 billion KRB and a nominal GDP of 12,667 KRB, making it wealthier than all but of the cities cities of Packilvania.

Gezer is well known for the manufacturing of pharmaceuticals, chemicals, refined petroleum, steel, cement, and other goods and services. The city creates economic opportunities for the surrounding cities which provide housing, outsourced services and subcontracting. The city contains a stock exchange which is a small compared to others in Packilvania but it enables companies which cannot be listed on the major exchanges such as the Bingol Stock Exchange to access public funding. The city government of Gezer generates most of its income from taxation, fees and grants from the government however it relies on bonds and loans from the imperial government, national banks and other creditors that has resulted in a 40% per annum GDP level of public debt which is vastly smaller than the national government and many other cities.

Infrastructure designed to make it easier for companies to get their goods out to the world markets such as ports, airports, railways and highways. The city has a massive property development industry due to the massive influx of migrants. The leverages the Household Registration System to restrict the influx of undesirable immigrants and it maintains an agreement with the Rigaryat government to deport illegal migrants. Beyond the city's formal limits exist low income neighbourhoods and informal housing which experience higher levels of crime and unemployment from immigrants who were unable to establish themselves in its limits. The city experiences noticeable inequality and unlike cities such as Halaler and Bingol, has struggled to deal with houselessness.
