The High Councilor, currently Hannah Emmerhoff, is given broad executive powers according to the Dvalian constitution. With the High Councilor being commander of the Dvalian Defence Forces with the right to declare emergency decrees and executive orders. Though can be overridden by both the upper and lower house to reject the decrees and orders. With most recent example of such an decree being Emmerhoff’s declaration of martial law at the border region with TierVan.
