The '''Culoria Convention''', formally the '''Treaty Establishing Guidelines to the Proper Use of Outer Space to Secure Future Use''', is a treaty that establishes international space law. The treaty was first signed as a result of an international summit in [[Culoria]], [[Oscrelia]], on February 7, 2017.
 
The Culoria Convention's main points are that it prohibits weaponizing space, limits the use of space for only peaceful purposes, and establishes that space is to be free for exploration and use by all nations, but no nation may claim sovereignty of outer space or any celestial body. The Culoria Convention does not, however, prohibit the use of military satellites for non-combat roles.

In the Auroran Imperial War, [[Norograd]] constructed an orbital bombardment weapon, named Ketavuul after the [[Kozam]] god of chaos. It was intended to attack [[Great Morstaybishlia|Morstaybishlian]] installations from orbit, so that ground forces could easily conquer South Staynes. However, in 1975, three Emberite intelligence agents were discovered attempting to sabotage the weapon. The agents were mistaken for [[Ethalria|Ethalrians]], which led to Ketavuul firing 4 rods at Rivendale and its surrounding installations. The effect of this was devastating, as the power of the rods were augmented by small nuclear warheads, causing devastating explosions. Rivendale was devastated, and thousands of civilians and soldiers alike were killed.
 
As a result of this event, a cease-fire was promptly established and talks between the nations in the AIW began, with the Weyrciff Pact being signed later that year. Ketavuul was deorbited, breaking apart over the southern ocean where it was recovered.

In early December of 2016, to counter the [[South-East Pacific Coalition]]'s refurbishment of [[Myriad Station]], the [[Fire Pact Alliance]] constructed the [[Eternal Wrath]], which doubled as a space station for FPA states and as an orbital weapons platform.
 
On December 14, during the [[Four Days' War]], [[Tretrid]] fired an [[w:anti-sattellite weapon|anti-sattelite (ASAT) weapon]] at the Eternal Wrath, but the weapon failed to destroy the station. Instead, the station was slightly damaged. In retaliation, the Eternal Wrath fired at Myriad Station, destroying it. In response, Tretrid fired another ASAT at the Eternal Wrath, this time succeeding in destroying the station.
 
The amount of debris from both the destruction of Myriad Station and the Eternal Wrath worsened the already crowded situation of low Urth orbit, which lead to [[w:kessler syndrom|Kessler Syndrome]]. The costs resulting from the destruction of the sattellites themselves range in the billions.
 
As a result, nations like the Veridian Union and Vekaiyu threatened sanctions on both the SEPC and the FPA. A cease-fire came into effect at the end of December 14, and the Treaty of Aura was signed at the end of January 2017.
