The Council was formed as the political wing of the Federated Trade Union of Researchers in 1943, and rose to prominence as the party that most Renu'a MPs defected to following Kotka Silmat's controversial Third Republic Bill in 1948. Seven [[List of Prime Ministers of Kyrloth\|Kirrhions]] have been from the Council, most recently Hefanira Tara, until she was assassinated in 2018.
