Pushkarev's first public office was serving as Mayor of Satka from 1862 to 1870. He was elected to the Makushin House of Delegates in 1870 and served until his election to the Royal House of Commons in 1876 as MP for East Satka. Pushkarev was one of the first MPs to speak out against [[Yuri IV]]'s rule as king in 1882, citing economic stagnation and growing social unrest. His demand for change eventually led to his ascension as prime minister following the victory of the Farmer's UnionUnity Party in the 1884 general election.
