Surkova graduated from [[Ozyoretsk Federal University]] and [[Ilyushin University|Ilyushin University School of Law]]. She worked for five years as a criminal prosecutor in the Zuyevka District Attorney's Office and three years as a prosecutor in the [[Volkian Federal Attorney|Federal Attorney's Office]] in Volkgoroda, before being elected Ozyoretsk minister of justice in 2000, replacing Vadim Ikanov where she served two terms. She ran for [[Federal Council (Volkia)|Federal Council]] in the 2008 elections and won one of Ozyoretsk's seats. Surkova served almost two full terms as a Federal Councilor before securing her party's nomination for the [[2016 Volkian presidential election]].
