Surkova graduated from [[Ozyoretsk Federal University]] and [[Ilyushin University|Ilyushin University School of Law]]. She worked for five years as a criminal prosecutor in the Zuyevka District Attorney's Office and three years as a prosecutor in the [[Volkian Federal Attorney|Federal Attorney's Office]] in Volkgoroda, before being elected Ozyoretsk minister of justice in 2001, replacing Vadim Ikanov. Reelected in 2005, she resigned from her position in order to take her seat in the [[Federal Council (Volkia)|Federal Council]] following her victory in the 2008 elections. Surkova served almost two full terms as a Federal Councilor before winning her party's nomination for the [[2016 Volkian presidential election]].
