==Early life==
Surkova was born September 16, 1970 at Volodomyr Nizamutdinov Memorial Hospital located in [[Zuyevka]], [[Ozyoretsk Oblast]], [[Volkia]]. Her mother, Ludmila Kilmova, is a clinical psychiatrist; her father, Boyan Surkov, is a retired [[Volkian Army]] intelligence officer. Surkova has two brothers: Lukyan Surkov is an officer in the [[Volkian Air Force]] and Andrei Surkov is a special agent with the Intelligence Security Agency.
 
Surkova moved multiple times during her childhood due to her father's career in the military but returned to Zuyevka when she was 18 to attend Ozyoretsk Federal University. She received her bachelor's degree in psychology from the school and went on to attend Ilyushin University in Shimanovsk Oblast for her law degree.

==Law career (1994 - 2000)==
Surkova was admitted to the Ozyoretsk Oblast Bar in 1994 and began work as a criminal prosecutor in the Zuyevka District Attorney's Financial Integrity Unit that same year. After two years she transferred to the Major Violators Unit and began trying gang and firearm related cases, as well as homicides. During her time with Major Violators she successfully tried several high profile capital murder cases, including the Kholodreka serial killer case.
 
Surkova came under fire in 1999 when it was found exonerating evidence had not been disclosed to the defense attorney of a man sentenced to death for the killing of his girlfriend in 1997. Surkova denied any involvement and was found to not be responsible following an internal investigation by the Zuyevka DA's Office. The lead prosecutor on the case was suspended without pay. The man accused had his sentence was overturned by the Ozyoretsk Supreme Court and the Zuyevka DA's Office declined to retry him, paying out an undisclosed settlement after a lawsuit.
 
After five years with the Zuyevka DA, Surkova joined the Federal Attorney's Office in Volkgoroda and continued her work as a prosecutor for another three years, mostly focusing on fraud cases.
 
==Ozyoretsk Minister of Justice and Attorney General (2000 - 2008)==
Surkova was the [[Social Democratic Union]]'s candidate for Ozyoretsk Oblast's minister of justice and attorney general and won with 50.09% of the vote in 2000. She was reelected in 2004 with 54.81% of the vote.
 
In 2004, Surkova's office launched an investigation into allegations of the misappropriation of campaign funds by [[Poltovka]] mayoral candidate Yulian Tretyakov. Tretyakov was accused of using money from his campaign for alimony payments, a vacation to [[Lopatino Oblast]], and bribes to several state electoral officials. Tretyakov denied the allegations but was ultimately charged and found guilty on fraud charges. Tretyakov spent eight years in prison and lost the election overwhelmingly, only winning 9.48% of the vote.
 
In 2006, Surkova was investigated by the Ozyoretsk Ministry of Justice's Inspector General after she was accused of abusing her authority and wasting public funds. Surkova denied committing any kind of misconduct. After a nine-month long investigation the Inspector General found no wrongdoing had taken place and recommended Surkova remain in her position.
 
In 2007 Surkova's office began investigating [[Volkia Union Bank]], accusing the company of increasing interest rates on troubled borrowers in Ozyoretsk Oblast. The province sued Volkia Union Bank for deceptive lending practices and false advertising. The lawsuit grew to include four other provinces and sparked a federal investigation, leading to federal charges against several individuals within the bank's management and investors, including COO Matvei Khigir. Volkia Union Bank issued a statement apologizing for the wrongdoing and settled the lawsuit for Ӄ1 billion (roughly $700 million).

After Federal Councilor Anton Bychkov announced he would not seek a third term, Surkova announced her candidacy December 9, 2007. Bychkov endorsed Surkova as his successor after her victory in the primary election. Surkova was initially asked by [[Social Democratic Union]] party leaders to run for [[Governor (Volkia)|governor]] of Ozyoretsk Oblast, but she declined. She was one of four candidates for the seat, which was largely considered to be a safe Social Democratic seat.
