Born to a lower-middle class family, Rinardel attended Greenhill School and studied in Knights College and Skaul University, where he studied law. Working as a corporate lawyer for over thirty years, he became a marketing director for YentonFoods and Billi Recruitment Ltd. He was elected as a councillor in the Aurama Province Council for the division of Whiteansty and Bellerpits Town in 2014 and went on to chair the council's Housing Development Committee.
 
Rinardel unsuccessfully attempted selection to contest the [[MBE Democrats|DemocraticCivic Party (MBE)|Civic]]'s South Skaul and Velveton constituency in 2012 and 2014. He was instead selected to contest the Bendles and Swake, Bursil constituency in 2016 by the Labour Sorting Committee, resigning as a councillor in Aurama in December. Rinardel ousted the incumbent MP Lorie Ferist by 1,295 votes, later bolstering his majority in the 2019 election by 19,418 and in the 2021 election by another 7,453.
 
Rinardel was one of two survivors in the [[Lantern Tower bombing]], alongside [[Franklin Barvata]]; suffering a minor lung collapse, a broken wrist and a fractured hip bone. He returned to work five weeks later.
