The Tokapa Municipal Assembly (''Huihuinga o te Taonenui Tokapa'') is elected by eligible residents of the city every 4 years in line with elections for all local governments in the Oan Isles. The assembly has the power to pass by-laws, hold the executive branch of the city accountable and approve the Mayor's candidates for the Municipal Council. Seated in the city's central business district, most of its members serve part-time. In the most recent elections, the Pacifist Party is the largest party by one vote. Together with the [[Green Party of the Oan Isles]], they hold 70% of the seats. Remaining seats are held by the Konoa and Allied People's Party, Tokapa Ratepayers Association and independent candidates. The Mayor (''Koromatua'') is elected by the eligible residents of the city when a vacancy arises or their term ends every four years through run-off voting. The Mayor directs the work of the city administration, reports to the Municipal Assembly, chairs meetings of the Municipal Council (''Kaunihera o te Taonenui'') and appoints its members. The Municipal Council develops and administers programs and initiatives in line with national directives, and proposes and executes by-laws.

Because the national government and major state-owned corporations are housed in this city, about a third of the economy is driven by the government and state-led activities. Tokapa is the wealthiest citty in the country - with a total GDP of 100 billion KRB and a GDP per capita of 50,000 KRB. Its GDP per capita is artificially inflated by the large companies located here and the fact that many high-income individuals are registered residents of the city. Because the city has a shallow bay, its port is unable to dock large ships, [[Tauranga a te Toka]] controls trade in and out of Tokamotu. Thus most industrial activity moved to Tauranga a te Toka. This has led to most young and low income people preferring to work in Tauranga, where living expenses are lower and low to middle skilled jobs are easily accessible. Thus, the economy of the city quickly shifted to services. With the economy shifting to services, the city attracted middle-income families, high net-worth individuals and highly educated labour. The high income of the residents further deterred young and low-income workings from residing here. Instead they live in Tauranga, where not only are living costs lower, but the city is close to Tokapa - allowing them to find and commute easily to work in the capital.
 
Therefore, The economy is highly service-led with financial services, retail, logistics, tourism, telecommunications and internet services comprising the bulk of the economy. The city is home to the Tokapa Stock Exchange, which is the de facto national securities exchange in the country. It is home to the headquarters of the Oan Industrial and Commercial Bank, [[Standard National Bank]], the [[Metatron Corporation]], and various other major institutions. The city has many historic sites and public attractions such as the Palace of Putangitangi, museums, art galleries, botanical and zoological gardens, resorts, hotels, amusement parks, night clubs, restaurants, festivals and ancient ruins, which attract millions of domestic and foreign tourists annually.
