His government established a policy that would end tax exemptions for donations of art works to galleries and museums. He suspended the death penalty for people convicted of crimes such as homosexuality and transgenderism. A major controversy for his tenure was his arrest of Prince Kujil, the former Mayor of Kemer and son of Prince Sajahal, the Governor of Shakar. In October 2022, some dissidents detonated a bomb In Bingol that is believed to have been an attempt to assassinate him.

Reign
Thumim V ascended to the position of Sultan of Packilvania on 24 December 2022 following the abdication of his predecessor Namdun III. The first act of his reign was to send a letter via the Crescent, a state owned newspaper, (which was later distributed to international news media), stating that he planned to focus his reign on combating crime and terrorism, building institutions, fighting corruption, modernising the government, and empowering women through a Paxist lens, cutting carbon emissions and raising the country to a lower upper income nation.

His second major act was to appoint Princess Yadika and Prince Tubida as members of the Council of State (whom he appointed as Governor of Shakar to replaced Prince Sajahal). He submitted a medical report from a urologist stating that there was a possibility that his infertility was reversable with appropriate medical treatment. As such, he presented this report to the Council of State and proposed that the line of succession be amended such that his younger brother Prince Abuyin would not be the heir apparent and would thus be ineligible to ascend to the position of the Crown Prince of Packilvania and removed from his position as the Deputy Crown Prince. The Council narrowly accepted this with the Sultan Emeritus and the Sultana Mother abstaining.

He also reshuffled the Council of Ministers of Packilvania. He created the Department of Natural Resources, headed by Princess Yadika, out of the Department of Mining and Energy which remained as the Department of Energy under Prince Udahid. He created the Department of Worker's, Social Welfare and Pensions under Countess Rubal of Mavad out of parts of the Department of Home Affairs. He moved Prince Abuyin to the newly created Office of the Special Advisor to the Sultan. The Departments in the Office of the Prime Minister for Women and Parliamentary Affairs were elevated to standalone departments known as the Departments of Women, Children and Disabilities (now under Princess Abdina) and of Legislative Affairs (remaining under Prince Ashal) respectively.

Additionally, he added the Department of Public Enterprises to oversee state owned companies under Princess Zulayla, the Department of Religious Affairs to manage relations with the Magisterium of Paxism and oversee Religion in Packilvania under Duchess Ilawa of Gurin, and the Department of Public Safety out of the Department of Justice under Duchess Mawara of Tashkar. Additionally, he moved the Department of Imperial Affairs out of the Office of the Prime Minister of Packilvania to the Office of the Special Advisor and placed it under Duchess Tuhali of Khashar. Furthermore, he appointed Prince Abuyin as Chairperson of the Council of State of Drakkengard.

Personal life
Crown Prince Thumim has not had any known romantic relationships. While he has many associates, it is unknown whether he has any friends except perhaps for Prince Luwadeen Bedon, who has proven a dedicated ally. He spent most of his childhood living in the Halaler Imperial Palace but between 1997 and 2022, he lived in the Sultana's Palace with his mother Sultana Mebri. As of his ascension as Sultan of Packilvania, he resides at the Bingol Royal Palace where official events keep him occupied. He has a close relationship with his brother Prince Abuyin Bedon (Special Advisor to the Sultan) and Princess Yadika Bedon who is currently serving as the Minister of Natural Resources and Patron of the University of Bingol. Prince Thumim Bedon continues to support a variety of charitable causes namely linked to Paxism such as helping poor people make pilgrimage to the Memorial of the Jovian Gate in Akas Akil. Since attending the Coronation of Her Imperial Majesty, Emira Scheherazade of Sayyed, he was found to romantically linked to Saga, Duchess of Tynam, Main Shareholder of VN Strategic Communications and head of the Tynam Egendom.
