Karmer was born in Bursil to but raised in [[Alksearia]], where he studied economics at the University of Becharis before finishing at Gulbearne University, [[Sani Bursil]]. In the late 1960s he found work as a deckhand on merchant ships. He was enlisted into military service during the [[Auroran Imperial War]] where his service as a deckhand continued on [[Wikipedia:Ammunition ship|ammunition ship]] MBS ''Mount Coppermile''. After the war, Karmer was among millions of unemployed people, here he participated in a series of massive post-war Progress strikes. In 1977 he became a shop assistant. In 1979 he joined the [[Progress Party (MBE)|Progress Party]] where he was later elected to Kirkwall Council. He became the Communication & Campaigns Officer for the Wurser, Bursil constituency. When MP Molly Candenter announced she would not run again in 1991, Karmer became the Progress nominee and was then elected; he has defended his seat eight times.

In parliament, Karmer was typically known as an obedient backbench MP, only disobeying the Progress Whip once in the 1994. He became a strong activist for de-colonialism from the onset of war, a stance he has continued unto his premiership. He served in the shadow cabinet for Defence, Work and Pensions and then Education between 1995 and 1998. When [[Verlhanz Rothgerus]] became prime minister, Karmer became the Financial Secretary to the Treasury. Karmer fell out as a household name through the 2010s, until he became politically close to [[Franklin Barvata]] in 2017 when he became [[Leader of the Labour Party (MBE)|Progress leader]] and Leader of the Opposition.
