Karmer was born in Bursil to but raised in [[Alksearia]], where he studied economics at the University of Becharis before finishing at Gulbearne University, [[Sani Bursil]]. In the late 1960s he found work as a deckhand on merchant ships. He was enlisted into military service during the [[Auroran Imperial War]] where his service as a deckhand continued on [[Wikipedia:Ammunition ship|ammunition ship]] MBS ''Mount Coppermile''. After the war, Karmer was among millions of unemployed people, here he participated in a series of massive post-war Progress strikes. In 1977 he became a shop assistant. In 1979 he joined the [[Progress Party (MBE)|Progress Party]] where he was later elected to Kirkwall Council. He became the Communication & Campaigns Officer for the Wurser, Bursil constituency. When MP Molly Candenter announced she would not run again in 1991, Karmer became the Progress nominee and was then elected; he has defended his seat eight times.
 
In parliament, Karmer was typically known as an obedient backbench MP, only disobeying the Progress Whip once in the 1994. He was an open critic against the then Prime Minister [[Robert Delari]] and his actions in the [[Meremaa Civil War]]. He became a strong activist for de-colonialism from the onset of war, a stance he has continued unto his premiership. He served in the shadow cabinet for Defence, Work and Pensions and then Education between 1995 and 1998. When [[Verlhanz Rothgerus]] became prime minister, Karmer became the Financial Secretary to the Treasury. He was Chancellor of the Exchequer until his exit during the [[State of Morstaybishlia|State of Morstaybishlia crisis]].
 
Karmer fell out as a household name through the 2010s, until he became politically close to [[Franklin Barvata]] in 2017 when he became [[Leader of the Labour Party (MBE)|Progress leader]] and Leader of the Opposition. Karmer was Shadow Chancellor until the [[2019 Great Morstaybishlia General Election|2019 general election]] where he was appointed as First Secretary of State. During Barvata's premiership, Karmer took on certain matters of devolution, de-colonialism, [[Salisar]] and post-war management, though he is not credited with significant changes apart from his Ten Step Plan for Economic Improvement in Salisar.
 
In August 2021, Franklin Barvata was critically injured in the [[Lantern Tower bombing]]. Karmer became acting prime minister in his absence. Karmer [[2021 Progress Party leadership election (MBE)|contested his leadership]] to become Progress leader after it was seen that Barvata would not return for a long time. He said the new ministry would commit to a 1981 promise for an independence referendum in the Marislian region by bringing a referendum bill to parliament in October 2021, a promise that has gone unfulfilled after decades of civil unrest in the region. He attended both Granger Hill Primary School from age 5 to 9, frequently visiting family relations in Becharis and took his final year of primary education at Saint Estelle Primary School, Becharis. He studied at Becharis College and later economics in Becharis University before transferring to Gulbearne University in [[Sani Bursil]] during his final year.
