The word ''Puvastel'' can be dated back from the 18th century. At that time, the current day province was part of the Kingdom of Pacel, where Puvastelan were considered as 2nd class citizens. As a commonly shared feeling towards independence arose among the people, the idea of a State which would gather every Puvastelan became more and more pregnant, hence the need to find a way to give a name for such movement.
''Puvastel'' is made of the root word ''Puvast'', which is the name of the river going along the west side of the province, and the suffix ''-el'' which in Puvastelan (and Eastern Nestonian languages) means "the ground", "the land" or "the territory". Thus it literally means "the Land of Puvast".
