The highest officials of the predecessors of the UNAC namely the Auroran Union and Auroran Continental Assembly influenced the structure and function of the office of the President of the UNAC. The AU was headed by a General Secretary appointed by a council of the heads of state of its members. A similar approach is retained in that the Council of the UNAC appoints the President.

During the Auroran Reunification Summit inbetween December and JulyNovember 20182017 in Aura, Emberwood Coast, the members of the ACA and AU agreed to dissolve their respect organisations and establish the UNAC. They passed the Charter of the UNAC also colloquially known as the Treaty of Aura. This document contained information stipulating the structure and arrangement of the UNAC. This included the President of the UNAC Commission. Various officials ran for the position when it was first announced. Locklyn Le Roy of The Oan Isles was a contender but dropped out after losing support due to misgivings expressed by members about the stance of his home country and the aggressive nature of his campaign. Eventually, diplomat extraordinaire Lara Tarasovna was appointed. In fact, it was she who formally proposed the name UNAC and is considered among the most important people in UNAC history.

Mikaere Kiriki, Chief of Staff to Locklyn Le Roy of The Oan Isles approached Polly Newman of Axdel on Le Roy's behalf and negotiated that the Oan Isles would not put Tipene Rahua on the Council of the UNAC (due to his belligerence and negative press surrounding his report calling for an Oan invasion of Yor) if Axdel supported it. Newman agreed to these terms. To Tipene's surprise he was not appointed to the post of Council of the UNAC for the Oan Isles and was instead made Director of the Oan Intelligence Bureau. Instead Teoti Mohinahina was appointed to the Council of the UNAC for the Oan Isles. Eventually he would be replaced by Iparema Huinga due to his reappointment to the IRSA (Intercontinental Regional Security Accords).

Mohinahina contacted James Deref of Durentrus to ask him to support Le Roy as President of the UNAC Commission. When Deref refused, Mohinahina suggested Durentrus abstain. Trent Gomez was going to be Durentrus's candidate for the post. Mohinahina suggested that Gomez be withdrawn from the candidacy. Deref refused these terms. Mohinahina asked Alyona Petrovavich of Tuvaltastan to support Locklyn Le Roy, and she initially agreed.

Woodrow Taft of Durentrus contacted Shamus Hawkins the Council representative for Kothalria to solicit their support for Trent Gomez for the position of President of the UNAC Commission. Rostilov agreed. When Teoti Mohinahina contacted Ivan Trikolovich of Tivot, Trikolovich stated that Tivot would in fact support Lara Tarasovna of Tuvaltastan for the position. Mohinahina contacted Ethan Cody of Blueacia to ask for their support for Le Roy. Despite a heated defence of Le Roy and negotiation, Cody did not promise Blueacia's vote. Taft contacted Mila Rostilov of Kostromastan to support Gomez. Rostilov agreed to Taft's request.

Trikolovich began canvassing support for Lara Tarasovna as well. He approached Felicia Hartz of Faethalria and asked for her support for Tarasovna. Hartz agreed to the proposal. Taft tried to solicit Petrovavich, but she stated that Tuvaltastan would abstain from the election. Taft approached Hartz as well. He used a report published by Oan News suggesting that Locklyn Le Roy may have been involved in a conspiracy to use a fake terrorist attack on Cafe Net in Tokapa to justify invading Yor. Hartz was troubled by the allegations but stated she would consult with President Augusta of Faethalria before giving him an answer. Trikolovich approached Ethan Cody, but Cody said that Blueacia would reserve its decision for later. Taft tried to usr the same tactic on Newman as on Hartz but Newman refused to budge.

Unfortunately for Locklyn Le Roy, the allegations against him were so severe that he felt he could no longer go on. He contacted Mohinahina to tell him that he would no longer be running and to redirect support to Lara Tarasovna. Le Roy contacted Petrovavich and asked her to vote for Tarasovna. Locklyn Le Roy resigned as Minister of Foreign Affairs of the Oan Isles. Prime Minister of the Oan Isles Maui Uye-Ahua replaced him with Arana Marama. She contacted Newman and Trikolovich and told them that the Oan Isles was dropping out of the race.

Trikolovich contacted Roxelana Kateri, Foreign Minister of Dragonia to ask Lord Jeymz Drachenburg of Dragonia to vote for Tarasovna. She agreed to get in touch with Lord Drachenburg on the matter. Trikolovich spoke to the Foreign Minister of Oceansend and she stated she would speak to the Lord Mayor of Oceansend on the matter but alluded to the fact that Oceansend would vote with Dragonia. Trikolovich contacted Fischan Rhye of Great Morstaybishlia and he agreed to support Tarasovna. Trikolovich got the same response from Nyesha McIver of Yor when he contacted them.

Seeing that Tarasovna had 2 votes ahead of him, Trent Gomez decided to withdraw from the election. He cited undisclosed personal and political reasons. Together with Deref, he contacted Tarasovna, Trikolovich and Boris Loctov, President of Tivot. In return for Durentrus and Sarentria's support, they asked Tivot for economic aid and they asked Tivot to be wary of the Oan Isles'deal with Great Morstaybishlia to provide them with military support. They felt that this deal was aggressive posturing and counterproductive.

Marama of the Oan Isles and Deref of Durentrus agreed to a meeting. They agreed to a compromise to end all the bickering and distrust. During the Auroran Reunification Summit, Walter Johannes of Great Morstaybishlia torpedoed having a UNAC military. So, they agreed on having a security agency. It was from these talks that the idea arose to establish the Auroran Security Agency.

Terminology and forms of address
The full title is the President of the Commission of the United Nations of the Auroran Continent. This title is often shortened to President of the UNAC Commission. When speaking colloquially or in informal contexts, they can be referred to simply as the President. Sometimes people incorrectly call them the UNAC President or an equivalent title.
