Any member can initiate a bill, except bills involving expenditure or taxation. Most original bills are initiated by the Legislative Assembly, whereas the Legislative Council is mostly initiating the bills from the executive. Both Chambers have the constitutional right to reject any bill, and keep on rejecting it as long as it sees fit. It can also amend any bill, although, the Legislative Assembly cannot initiate or increase the amount of any bill dealing with taxation or expenditure.
 
Both Chambers collaborate through the joint committees, especially the Committee of Parliamentary Affairs which is headed by the Representative of the Parliament, appointed by the Governor and an ''ex officio'' member of the Commission of the State.
 
The Parliament of the Andorinhões came into being in 1992 when the new Constitution came into effect.
