As well as the smallest in land area, the island hosts the smallest population within the union. The city of '''Tenerre''' has a population little over 20,00 with little increase since its founding due to clashes between Tawusian settlers and native Paradisians within the mountainous forests. '''Tenerre''' is the only region of the island with a human majority with the remaining 12,000 residents of the island belonging to one of three lupine tribes. Due to its lack of provincial status, '''Paradis''' is governed by the province of '''Centro''', a region directly across the Paradis Strait.
Although relations between the governing body of Centro and the tribal communities on the island may have been tense in the past, the relationship between the lupine and human populations have improved massively since the '''Tenerre summit of 1972'''. In this time, the Tawusian government has worked with the tribespeople of Paradis to grant representation within the National Congress and Risolveré. The island's lupine inhabitants elect tribal leaders to represent the needs of Paradissians and freedom of movement has been granted for Paradisians to migrate to the mainland if they so desire.
