The Sultan of Packilvania, currently His Imperial Majesty Namdun III has supreme control over all security matters. Nevertheless responsibility for the daily administration of the PEF has been delegated to the Department of Foreign Affairs under Minister of Foreign Affairs Prince Yahed a-Eren BedonAlawadun. The Chief of the PEF currently General Ravahad Avamid is the highest professional officer. The PEF is organised like a civilian agency instead of a military organisation. It consists of Divisions which consist of Departments which consist of Sections which consist of Units which consist of Teams. Members of the PEF do not have ranks but titles based on the job function that they perform. Because of this structure and its operational mandate, it is not included in Packilvanian military statistics even though in practice it is a strategic force multiplier for Packilvanian strategic interests.

The PEF has 750,000 total members including technical, medical and combat personnel. They are all career volunteers. Whereas the Packilvanian Armed Forces (PAF) has a large pool of infantry from minority groups, the PEF is dominated by elite soldiers from privileged social groups. Becoming a PEF member requires a two to three year qualification from the Sultan Namdun III University of Military Sciences. Only 12,000 candidates are accepted annually from a pool of 70,000 applicants (many of whom are diverted to the PAF). Education is funded entirely by the PEF Training Scholarship to successful entrants. Training includes rigorous fitness, hand to hand combat, firearms, health and safety, emergency response, foreign languages, study of foreign nations and other skills. The average salary is 1016,000 KRB a year, about 20 to 40% higher than the average member of the PAF. The average age is 30 (which is 5 years older than the average of the PAF which is 25). The average career is 15 years with commanding officers being around 50 years on average. The PEF has a retention rate of 89%.
