Technically, the law rescinded the 1304 Royal Charter that established the City of Nuvrenon, although it copied over word-for-word all of its remaining legally valid text and included it as Annex I of the Province Reorganization Act. With the change, the government of a popularly elected mayor and city council was replaced with a popularly elected Legislative Council, that itself appoints a First Councillor who commands a majority of the Council. Provinces, while not necessarily broadly empowered under Tavari law, do have more legal authority than cities, including the ability to levy more taxes and regulate a wider variety of industries and infrastructure. The change also allows Nuvrenon to take control of its own mass transit system, which had previously been statutorily vested in the previous Nuvo Province.

The city's name, which means "the blood of Zaram," is in honor of the last Tavari King who held the territory of what is today called Acronis, King Zaram. In the final battle of the Tavari Civil War (called the "War of Foundation" by most Acronians), Zaram elected to surrender to the Akronists rather than subject the people of the city to an extended siege. The Akronists allowed the Tavari loyalists to leave the city unharmed and killed only King Zaram. That the King "sacrificed himself" to protect his people was apparently personally touching to the leader of the Akronists, King Davras, who named the city in honor of the sacrifice. It is commonly said that "the only blood spilled to take the capital was Zaram's."

The city is capital of Zaram Province, whose full name is in fact simply "Zaram" Province. However, the full name is still used in such places as the Žrat Zaram Stock Exchange.
The city's name was chosen by King Utor I, who created the name himself. The previous name of the city, Nuvomi, had simply meant "Nuvo town." Utor combined the word Nuvo with the Tavari word "vrenon," which at that time was already an archaic term meaning "palace." Also in the word is the Tavari word "uvren," an adjective meaning "safe" or "protected." King Utor was a staunch believer in the ancient Tavari customs of ancestral veneration he would later have codified into the [[Tavaris#Ancestral Veneration|''Tavat Avati'']]. Utor's intent was to select a name that was particularly auspicious, and that would please the spirits of his ancestors and encourage them to bless the city and the new country with wealth and prosperity and keep threats at bay.
