Lukyanov's tenure was marred with economic stagnation, police brutality, and government crackdowns. Twelve people were shot dead by police in 1970 during riots in [[Volkgoroda]], which sparked further civil unrest. Lukyanov declared a state of emergency in early 1970 and attempted to suspend the 1970 midterm elections, but this was struck down by the [[Federal Supreme Court of Volkia|Federal Supreme Court]] shortly before the elections took place.
