Kuter Kebir is a special administrative region located in the State of Pontuarya. The majority of its 3.9 million residents are Feline of Tharanite descent.
Kuter Kebir was established as a fishing village but over time it developed into a trading post between the various different species of Southeast Yasteria and Cereneria. As the Masakomi Nekomimi settled Pontuarya, Kuter Kebir's Feline population was isolated from the Feline population of Fidakar, that led to the adoption of the Kilumi language and Komixemun religion of the Masakomi Nekomimi by a large majority of the population.
During later years of the Demirite dynasty's rule of Packilvania, the unique identity of Kuter Kebir deteriorated as the city was renamed to Cuttersville, after the land was given as a gift to Thadeus I. During the First Packilvanian Civil War, the Felines of Kuter Kebir supported the Mukorasak Nekomimi and Elves' Ynseyes Pxilvnia Kiramise movement to free themselves from the Packilvanian Communist Party's takeover of Packilvania in 1918.
In 1920 the Kyluhe or legislator of Free Pax States voted to establish the metropolitan area of Kuter Kebir as a special administrative region. Anshah Anda Isho signed the Kuter Kebir Special Administrative Region Creation Act in 1921. Free Pax States was still in negotiations with Packilvania on the their land borders, as a concession for control of Hoopland, Free Pax States ceded more of Pontuarya's land border. This left a narrow strip of land that connects east and west Pontuarya by only 0.68 km2 or 0.26 mi2. It is known as the Passage of Gamble after the construction of the Temple of the Preservation. Construction started in 1923 in Axashtar, the Paxist city, and was entirely funded by the Magisterium of Paxism. Thousands of religious artifacts were smuggled to the temple during the communist era.
