The modernization of Kuduk had long been a topic of debate within the political elites of Kuduk since the 1928 constitutional reformation. Due to popular support for the country's traditional ways of life, Kuduk initially chose to remain as it was and forgo any modernization plans. Near the beginning of 1981, a new wave of Kuduk support for modernization caused the then-Shaman [[Shaman Takanáat|Takanáat]] to hold a referendum for modernization which resulted in only a 45% vote in favor of modernization policies. Following the beginning of the 21st century, debates surrounding modernization began once again among the lower bureaucracy and Clan Elite of Kuduk. The Tribal Council held another modernization referendum similar to the 1981 referendum to see if the public's support for the prospective projects was held in-favor for the majority of the populace. It resulted in 58% of the public voting in favor of implementing the modernization reforms. Immediately following the results of the referendum, Kuduk set into motion phase one of its modernization plans which included a complete political reform that plans on restructuring the purpose of the Tribal Council, implementing a unicameral legislature, and streamlining the voting process for voters all across Kuduk.
