The System of government in Kostromastan is very decentralized, with each province maintaining much of their sovereignty. Every two years, each province hosts the new capital of Kostromastan, with the cycle going from north to south. The currentlast capital of Kostromastan iswas NovgorodNolova, located in Novgoroda.the Innation 2018,of the capitalsame will move down into Nolov, with its city Kazanname. When a province hostshosted the capital, the province gainsgained anthe extra representative, known as the Capital Representative. The Capital Representative iswas only allowed three consecutive term limits, each term lasting two years, and is elected by the province hosting the capital. When the cabinet votesvoted on certain issues, the Capital Representative servesserved as the tie-breaker.
