The Confederation of Kostromastan consists of eight provinces:

The System of government in Kostromastan is very decentralized, with each province holding an equal amount of power. However, every two years, each province hosts the new capital of Kostromastan, with the cycle going from north to south. The current capital of Kostromastan is Novgorod, located in Novgoroda. In 2018, the capital will move down into Nolov, with its city Kazan. When a province hosts the capital, the province gains an extra representative, known as the Capital Representative. The Capital Representative is only allowed three consecutive term limits, each term lasting two years, and is elected by the province hosting the capital. When the cabinet votes on certain issues, the Capital Representative serves as the tie-breaker.
