Rodrigues was born in 1972 in [[Porto Alegre]] on Santa Island, Rodrigues attended the College of Porto Alegre, graduated from the University of Colheitas in 1992 with a Bachelor of Economics in applied economics, then in 1996 acquired a Master of Public Administration from Maurício de Corvos University.

After the victory of the Nós Andorinhianos party, Rodrigues was officially appointed as [[President of the Andorinhões|President]] on 15 September 2017.
 
As President, Rodrigues decided to have a more hands-on approach on the legislative agenda, distancing from an exclusive administrative role for the presidency. He has invited many Deputies to assist to meetings of the [[Council of Ministers of the Andorinhões|Council of Ministers]] in an effort to gain support for the bills presented by the [[Government of the Andorinhões|Government]].
