The '''Heilen Plan''', officially the '''Program for Global Development and Economic Independence''' is an initiative taken by the [[North Concordian Economic Forum]] designed to provide support in the economic development of nations which have been affected by the economic and diplomatic policies of [[Packilvania]], aiming to secure stable economic conditions and bolster a government’s ability to stand up to actions taken by [[Packilvania]] and their associated states. After being brought to the North Concordian Council by Lord Minister Hessel Gelder of [[Vistaraland]] with the formal backing of [[Norgsveldet]], the plan was enacted on the 13th of February, 2022, in response to [[Rodenia|Rodenia's]] entry into the Foreign Military Assistance Program (FMAP) of [[Packilvania]]. It passed with 8 For, 1 Against and 2 Abstentions.

The plan’s architect and Vistari Ambassador to [[Tretrid]] - Pieter M. Heilen - made clear the stated goals of the initiative was to strengthen friendly economies, promote cooperative economic practices, promote the lessening of reliance on unfriendly economies and curtail Packilvanian influence.
 
The plan involves the investment into signatory countries by NCEF members - spearheaded by [[Vistaraland]], as well as grants and the negotiation of the lowering of tariffs in key industries focusing primarily on raw materials, rare urth metals, chemicals and fuels. In exchange, signatory nations made a number of concessions directed against [[Packilvania]] and its associated states in the Foreign Military Assistance Program. This includes a formal condemnation of Packilvanian involvement in [[Rodenia]], the allocation of funds to be spent to provide sapientarian aid to nations involved in a defensive war against [[Packilvania]] or a FMAP member, prohibition of  investment in key industries by [[Packilvania]] and prohibition of the sale, donation or purchase of munitions to [[Packilvania]] or a member of the FMAP.
 
The first nation to sign onto the agreement was [[Durakia]], which ratified the treaty on the 16th of February 2022, with [[Quariin]] following on the 17th and the [[Federation of the Southern Coast]] following soon after on the 19th, despite their relatively poor relations with [[Vistaraland]] in the shadow of the [[Guilder's Strait Conflict]]. [[Axdel]] signed on to the agreement on February the 20th. The threefour were later joined by the Vistari Commonwealths of the [[Western Provinces]] and [[K'undzeti]] on the 8th and 11th of March respectively.
