Heraldric interpretation means that the nation, as personified by the eagle, prefers peace, as it is facing the olive branch. The sword, held dexter, signifies the nation is prepared and ready to use deadly force for defense, and that such use of force is honorable and just. The eagle facing away from the sword, meanwhile, is interpreted to mean that armed conflict in general is not a preferred course of action.
