Officially, the political system of Duominzu is founded under the constitutional framework of of vaguely defined 'defensive' and parliamentary democracy under a semi-constitutional monarchy. The Peoples' Declaration Constitution forms the fundamental law of the nation, investing power into six elective, ethnically-diverse aurian monarchs. As the six monarchs share the dominant power of the executive in their hands, they are, in theory, kept in check and balance by each other as well as by the Impartial Assembly and the Stable Mandate. Furthermore, political behaviors is moderated by the heavy focus on Duominzuan Legalism and Confucianism, citing the incredible mental fragility of aurian minds, often vulnerable to mental illness and emotional outlash. All monarchs are not required to have royal blood, as they come from Households- powerful and socially well-connected Bloodline.
 
However, the politics of Duominzu is not founded on a constitution, democracy, or rule of law, but rather, operates under a culturally hegemonic oligarchy. The oligarchy of modern day Duominzu, usually referred to as the 'New Duominzuan Aristocrats', has expanded beyond the original Arres-Chasm Bloodlines, now consisting of a diverse elite ranging from all six aurian ethnicities, those being the arres military officials, the chasm old-money politicians, the ros media elite, the qraz technocratic bureaucrats, the stelahl intellectuals, and the zuls corporations. It's among these groups that, through competition-cooperation and a balance of power between the leaderships of the arres, heading the stelahl and zuls, and the chasm, heading the ros and qraz, the politics of Duominzu truly functions under a democracy facade.
 
The oligarchy operates under a technocratic, competitive authoritarian regime. While the masses are allowed to participate in the 15 year cycle elections of the elective monarchs, the only votes that matter are the votes from the elite. Collectively, the ethnic elites vote on a competent monarch leader to guide their group in a approved fashion, needing the monarch to continue to serve adequately. Once they have decided which group gets what monarch, they manipulate the elections to deceive the fact that the final counting votes of all the masses really reflect the votes of the elite. Even after the Monarchs have come into power, the elite are able to regulate each other through blackmail, bribery, and corruption to ensure the system is not compromised or leads to a fatal inner conflict.

Limited in power and privileges by the vague writings of the Peoples' Declaration Constitution, the rare unity of all the Impartial Assembly, and the Declarations of Law and Order from the Stable Mandate, the circle consists of the six aurian Monarchs and Monarchesses, their shared Personal Cabinet, and the royal figureheads of the feline and human Regal Evocatives. With exceptions to other powerful Political Households and each other, public perception is that the circle is generally considered independent from any outside influence.

Unlike most monarchies in the world, Duominzu has six elective, semi-constitutional monarchs that act more align to their autocratic counterparts, yet differ in the fact that all six of the monarchs share the title and power of heads of state and government. These six monarchs, each one an ethnarch serving as rulers and representatives over their entire respective ethnicities, are indirectly elected into power by their ethnic peoples' de jure, or ethnic elite de facto, who each vote for one ethnic political Household, the political parties of Duominzu, as electors. Once the political Household is elected, they each hold a seperate, isolated election to determine who among them should become the next monarch, this title usually falling into the hands of the head of the Household. These elections for all six monarchs occur simultaneously, first on the national level for the electors, and then within the Monarchs' Palace for the monarchs. The term of an elected monarch is set at fifteen years, with the max number of terms allowed being up to four.
 
Once the new monarchs are elected, a dethronement and enthronement ceremony takes place at the nations parliament, under the night of a full moon. The ceremony starts privately when the old monarchs take a bow to recognize the new monarchs, then physically crowning their new successors with the Jeweled Crowns of Obligation and handing over the Silver Blades of Old, and finally finish their role of the ceremony with a grandiose speech of congratulations. The old monarchs then exit the throne room and into the public crowds while the the new monarchs go up on a ceremonial balcony, publicly proclaiming an oath of cooperation and benevolence to the peoples' of Duominzu, and join their blades together for symbolic national and ethnic unity, all six blades pointed upwards to the full moon as a sign of the universes order taking its natural course.
 
After the public ceremony, the six monarchs gather in the private royal chamber of the Impartial Assembly. Inside the room, the six monarchs start off their first meeting called by debating and agreeing on which executive, legislative, and judicial officials should be replaced, their decisions based on social connections and personal merits of the individuals in addition to how much influence each monarch holds over the others. In regards to the legislative body of the Impartial Assembly, each monarch has to select up to 62 Diligents and 26 Wisemen into their seats, usually selecting these legislators from among their own Political Households as well as Household members. For the ministries, each minister appointed or removed is usually considered part of a series of political concessions or favors of the monarchs used to remain in good standing with their fellow equals. For the judicial branch, the monarchs usually leave that branch alone, as the constitution placed the most emphasis and detail in exacts to how the process of removing or appointing the Devoted Judges should go, making the entire process long and tedious. The Monarchs with influences here are the Arres and Chasm Monarchs, due to social connections.

Officially, the Regal Evocatives are racial representatives for the two minority groups in Duominzu, humans and felines. Their position in the Benevolent Circle, whenever they are called upon, is to serve as advisors with the intent to assist the Monarchs' guidance to response to the minority's demands or unrest that occur in the region. However, as the constitution never explicitly stated that all inhabitants in Duominzu will need representation, nevermind giving citizenship to only the native people, or aurians, of the immediate land, the conquered feline and humans, alonged with hybrid aurians, are not granted the right to vote nor official political leadership. Thus, they are dependent on their provinces people, the stelahl for humans and the zuls for felines, to vote on their behalf.
 
The Regal Evocatives consist of the Ardic of the Red Sand, the chieftain and de jure ruler over all the diverse feline tribes, and the Human Prince of the Fallen, the prince and de facto ruler over all the native humans in the eastern provinces. Despite their common goals of greater autonomy and ethnic nationalism against the aurians, the humans and felines have continued to suffer ethnic tensions against one another, in part because of their pre-Duominzuan history of mutual war and genocide, the betrayal of the feline tribes during the failed Human Uprings and during the rise and fall of the Crowned Republic, and on the political insistence that the nekomimi's existence are the unholy products of the other race's unpunished rapes against their own.
 
== The Impartial Assembly ==
 
Sering as the legislature for Duominzu, the Impartial Assembly is made up of two houses- the lower Chamber of the Diligent and the upper House of the Wisemen- and a seating Monarch in replacement for the Speaker of the House. In accordance to the constitution, the Chamber of the Diligent is in charge of drafting up the legislation, the House of Wisemen responsible for further debate and review over the legislation, and the seating monarch either promulgating their opinion, temporarily closing the assembly, or, regardless of personal opinion, takes up the Assembly's approved legislation to the rest of the monarchs for either modification, acceptance, or rejection. For a legislation to be passed by the Monarchs, it needs a majority of votes to be passed and declared a law.
 
The Chamber of the Diligents consists of 372 Diligents, able to serve in the chamber for as long as their Monarch permits or until they're declared mentally incompetent. As each 62 Diligents serve in the interest of their people or monarch, they have formed political factions with like minded Diligents,
 
Members of the Chamber must be constitutionally required to meet the criteria to be of proper age and have the physical and mental capacity to carry out legislative duties. As they are handpicked by the monarch representing their ethnicity, each 62 ethnic Diligents maintains unity and loyalty, and, unsurprisingly, are heavily influenced by their Monarchs. As they need to keep up the appearance of political unity, the Diligents always cooperate over the drafting of a legislation.
 
When the drafting of legislation starts, each ethnic Diligents forms their unofficial committee, each committee focused on a particular topic of interest and consists of even ethnic membership. The seating Monarch overwatch's the plenary sessions of the chamber, and, when needed, serves as the link between Benevolent Circle and Impartial Assembly communication. All laws must be passed by a majority of votes, with no exceptions made to this requirement.
 
There is no difference between the Wisemen and the Diligents, except in the powers they possess. As such, the Wisemen are structured in the same as the Diligents with only having 156 Wisemen in its count. The Wisemen have the power to read and debate bills before they are passed. Its approval is required before the Wisemen passes the final version over to the Monarchs. The Wisemen has the power to pass non-binding recommendations on the bills that appear before it, which are sent alongside to the Monarchs. The Wisemen may also pass non-binding resolutions. These are symbolic proclamations or declarations on an issue.

The '''Harmonious Order of the Devoted Judges''' serve as the highest court of law. It is the final court to which cases from other courts can be appealed and its judicial precedent is binding on all courts in the land. It has the power to review laws as well as the Monarchs' actions for their constitutionality and strike them down if they violate the Constitution. It consists of 7 judges including the Chief Justice. The Chief Justice is the head of the judiciary and highest-ranking judge in the land. Judges are symbolically confirmed by the Monarchs' after being elected from the Peoples' Commission on Judicial Appointments and approved by the Monarchs'.
 
The Commission on Judicial Appointments consists of eminent persons in law from numerous areas and it recommends judges for appointment and dismissal. The approval of the Monarchs' is required for Supreme Court justices, the Chief Justice oversees the nomination of Magistrates. Magistrates administer justice in the rest of the judicial system. Magistrates must be experienced lawyers who have passed a magisterial exam.
