Acting as a body in which all constituent states of the Empire have a representative and headed by the [[Ilse Erika von Freyaelv|Empress]] herself, it is a largely democratic body, with most constituencies holding equal sway. That being said, the Empress' authority is absolute, and [[Volscine Electorates|Electors]] hold more power than other representatives.
