The second title states the rights, liberties and guaranties, namely the individual ones (Chapter I), the political participation ones (Chapter II) and the workers ones (Chapter III). The chapter also includes provisions for the application of criminal law, the principles of criminal procedures and the procedures of expulsion and extradition.
