Born in Sychi, [[Shipayetsk Oblast]], she moved with her family to Koshki, [[Osinsky Oblast]] when she was 10 years old. Kuznetsova spent much of her time reading and learning about the world, going on to complete a bachelor's degree in education at Osinsky Federal University in 1979. She then attended Volkgoroda Federal University for her Master and Doctorate in Education. In 1983, she joined Petrovskoye University as a professor and began teaching education courses. She met Zakhar Kreskov, then a constitutional law attorney and professor, around this time. Kuznetsova married Kreskov in 1987 and they have two children together.
