Usmil VII (born Usmil a-Usmil Drakk on 15 June 1955 in Eldura, Vekaiyu) is the incumbent Governor-General of the Kingdom of Drakkengard and the 1st Duke of Vaskar. He is the head of the House of Drakk, the former family that ruled over Drakkengard. He was made the Duke of Vaskar when the Nobility of Packilvania was restored in 1985 by Sultan of Packilvania, Amhoud I. He has been the Governor-General since 1985 at the age of 30.

Early life and Civil War

He lived most of his life in Vekaiyu and was raised predominantly by his mother Salima Drakk. His father Usmil VI left exile in Vekaiyu and joined the Carriers of Mercy in the Second Packilvanian Civil War against the Packilvanian Communist Party. He subsequently joined the Carriers of Mercy in 1980 when he was 25 years old after graduating from the University of Eldura. He joined in the fighting for Drakkengard. His father Usmil VI was killed in battle and thus he took on the role of the de facto symbol of the Drakken resistance to Communism. He was staunch follower of Amhoud I. Due to his noble heritage and role in the civil war, he was made a senior member of the party during negotiations to end the civil war.

Many members of the Drakkengard branch of the Carriers of Mercy were angry that a man who was virtually a foreigner was being appointed to lead them just because he was the descendent of the former Drakken Kings of Drakkengard. Amhoud appointed him because he enjoyed how Usmil perpetuated the cult of personality around him. Usmil had desired that Drakkengard should be annexed by Packilvania to be ruled by the Bedonite dynasty. This idea was unpopular and quickly lost support. Usmil pivoted and became a leading advocate for Pax-Draconica and of the Sultan of Packilvania being the Kings of Drakkengard as well. This idea was preferable to being annexed and thus the personal union was established.

Governor-General

As a reward for his role, he was made the 1st Duke of Vaskar and his eldest son and heir, Kasidur, was made the 1st Earl of Hadwaan-Rabeen. Furthermore, he was made the Governor-General of Drakkengard and his son eldest son was made the President pro tempore of the Privy Council. As a counterbalance, the Sultan appointed the Carriers of Mercy-chosen Jawal Ukramistre as the Prime Minister of Drakkengard.

As the Governor-General he has had duties such as entertaining foreign guests when they visit the country, representing the country abroad, receiving the accreditation of ambassadors from foreign countries and signing the commission of Drakken ambassadors to other nations, opening sessions of the Parliament of Drakkengard, reading the Speech from the Throne, and conferring medals of honour. He does not, however, have the power to sign laws, appoint or dismiss the Prime Minister and the Cabinet, dissolve the Parliament, declare war or make peace, sign treaties, or confer titles of nobility without asking the Sultan for explicit permission to do so. He exercises all his duties in the name of the King of Drakkengard.
