His Esteemed Majesty Emperor Otan IV of the Tavari (born Otan Nuvo Šolosar, 20 Feb. 1990—Pres.) is the current King and Head of State of Tavaris, which by right grants him the title of Emperor of the Tavari, a title created in the 2022 Ranat Accords as part of the establishment of the Tavari Union. He is also High Chief of the United Tribes of Rodoka and the Isles, a constitutional monarchy similar to that of Tavaris, and Lord-Patron of Greater Ilarís, the Tavari mandate within the UFC. He is the only child of King Zaram V and the late Queen Torevar, who died during childbirth. Prince Otan spent his childhood mostly removed from the public eye, though on his reaching the age of majority, he expressed his desire to enlist in the Royal Tavari Navy as an ordinary recruit (as opposed to being given an honorary royal rank). The National Diet passed legislation in 2008 granting a one-time exemption for Prince Otan to be able to enlist, and the Cabinet at the time gave assurances that Prince Otan would be treated the same as any other sailor. However, in 2020, due to the Ni-Rao Civil War, Prince Otan was retired from the Navy by order of the King-in-Council rather than deployed to Ni-Rao. At his retirement he was granted the Order of Supreme Merit (Naval), the highest non-combat award in the Navy. Otan reached the rank of Captain and served as the commanding officer of the aircraft carrier Žavražan, earning commendations for his performance during an extended period of high alert status in March of 2020.

Prince Otan has openly identified as gay since 2009, when he made the announcement after Tavaris legalized same-sex marriage. In early 2021, Otan began a relationship with Prince Hendrik of the Vistara. In December of that year, Otan announced his engagement to Prince Hendrik, an Ademarist. The announcement led to a rise in Akronist sectarian tensions and is cited as one of the primary reasons Crystal Province declared its intention to secede from Tavaris on December 4th, 2021.

In 2022, Prince Otan was removed as ambassador to the League of Novaris due to a political crisis in Tavaris where his father, King Zaram V, insulted the Akronist community in an Akronist temple and caused the Matron of the Church of Akrona to both condemn the King and endorse the cause of Akronist secession. Since then, Prince Otan filled in for his father in nearly all public state functions. King Zaram V remained the legal monarch and performed tasks that cannot be delegated, such as receiving ambassadors from foreign countries. On June 5th, 2022, Zaram V abdicated from the throne in favor of his son, who would become Emperor of the Tavari the next day.

Since assuming the Silver Throne, Otan's title is His Esteemed Majesty Otan IV, Emperor of the Tavari, King of Tavaris, High Chief of the United Tribes of Rodoka and the Isles, Chief of Nuvo, Chief-of-Chiefs, Lord-Patron of Ilarís, and Defender of the Faith.
