The prime minister of Great Morstaybishlia is the head of the Government of Great Morstaybishlia, and chair of the Morstaybishlian Cabinet. Following King Thadeus II signing the Great Charter of the Liberties in August 1917, an elected parliament was first formed which established the position of prime minister as head of government. Orson Klarass, who led the government of Morstaybishlia for over five years from 1917 to 1922 was the first prime minister, but the longest-serving prime minister by definition was Ian Crowcasa, who served the position for over fourteen years from 1961 until 1975.

The position of prime minister is applied only to head of states in the Kalmington System, and does not retrospectively apply to Lord High Steward, the lead role in the Treasury that were appointed by the authority of the Crown prior to 1917. The Lord High Steward was previously considered the first of the Great Offices of State and was appointed or dismissed at will by the incumbent sovereign.
