Chatter is a mobile and online messaging service. It was created by Uhayed Rawas on 31 September 2008 in the city of Kemer which remains its headquarters and center of operations. Chatter facilitates online and mobile messaging via a website and mobile application respectively. Users must have a mobile phone number in order to use the service. They register user accounts using their mobile phone number and providing request information. The service provided them with a customisable profile including creating an avatar and display name.

Users are able to chat with other users who have user accounts on the service. The service communicates with the device's contact book to link users with phone numbers registered on the application. The service allows users to form group chats and distribute broadcasted messaged to multiple users. Users can send texts as well as other media such as pictures, videos and sound files to each other. The application also provided business accounts for businesses for a fee which allows them to communicate with clients, develop automated chat bot tools, manage client traffic and monitor client interaction.

Chatter is the largest online and mobile messaging platform in Packilvania. Chatter has alliance with Debby whereby users can link their Chatter user profile with their PaxPay user account and make payments directly from the Chatter application and website.
